Builder's Guide to Planting Trees
Subdivision Procedure (What the Builder Should Know)

Section 14-2104 (13) of the Philadelphia Code requires that Street trees be planted in all residential and apartment house subdivisions including land abutting any Street previously opened.

Guidelines

Step 1: The Builder must deliver three (3) copies of the proposed site plans to the main office of the Operations and Landscape Management Division on the 10th floor of One Parkway, 1515 Arch Street in Philadelphia. Please call 215-683-0220 for directions.

Step 2: The site is evaluated by the District Arborist.

Step 3: The District Arborist contacts the Builder by phone and sends a site assessment letter.

Step 4: The Builder must submit a certified check made out to the Fairmount Park Commission for $500.00 per tree to be planted to Operations and Landscape Management Division, Fairmount Park Commission, One Parkway, 10th Floor, 1515 Arch Street, Philadelphia, PA 19102. These funds are placed in escrow and are refunded after the trees are planted.

Step 5: The Accounting Department receives the check and issues the receipt. The Builder then receives two (2) copies of the approved plans and a copy of the validated site assessment letter marked as paid. The Arborist keeps a copy of the approved plans.

Step 6: Once the required trees are planted within the appropriate time period*, the District Arborist re-inspects the site. If the planting meets Fairmount Park Commission requirements, the District Arborist issues a Refund of Escrow letter.

* The trees must be planted before the second anniversary of the issuance of the Building Permit or the escrow will be forfeited.
